The concept of Integrated Water Resources Management (IWRM), while popular for about 60 years and rediscovered in the 1990s, faces significant issues in both concept and implementation, particularly in larger-scale projects. The definition of IWRM remains vague, with disagreements on key aspects such as what should be integrated, how, by whom, and the feasibility of such integration. The paper critically examines the reasons for the concept's popularity and argues that making IWRM operational in practical scenarios is highly challenging.
