This paper investigates the regulation of Internet communication in online forums by developing a forum communication model that identifies areas for social regulation and common types of norms. Using a semiotic method and quantitative analysis, the study examines the rules of 1,205 online forums, revealing that some norms mirror offline regulations while others are unique to the online environment. The research highlights the need for tailored regulations to address specific challenges of digital communication and provides insights into the prevalence of deviant behaviors in online spaces.
