This study analyzes the use of expertise discourse in environmental forums to understand its impact on deliberative democracy. Utilizing Grounded Practical Theory and Communication as Design, the research examines transcripts from U.S. environmental forums, identifying three forms of expertise discourse: institutional, local, and issue expertise. The findings reveal that while expertise discourse enhances the information base, it can also undermine democratic deliberation by presenting information as definitive solutions and creating hierarchies that limit participation. The study concludes with design recommendations to address these challenges in environmental forums.
