Research indicates that echo chambers, where individuals and organizations seek information from those with similar beliefs, can obstruct evidence-based policymaking by limiting policy learning and consensus. This study, using exponential random graph models on data from the Irish climate change policy network, finds that policy actors prefer advice from like-minded sources and that policy forums are not effectively facilitating cross-network learning.
