This article discusses the prominence of deliberative democracy and the use of online discussion forums to overcome limitations in mass deliberation. While critics argue that online discussions often undermine deliberation, the article emphasizes the importance of design in facilitating or hindering deliberative processes. It posits that political choices regarding the format and operation of online discussions significantly influence the potential for effective deliberation. Evidence from European Union and UK discussion forums supports the notion that deliberation is shaped by design and choice, not solely by the technology itself.
