This article examines the adoption of online discussion forums by governments to promote democratic participation. These forums vary in structure and aim to create a virtual public sphere, potentially facilitating large-scale, interactive policy-making. Despite their promise, issues such as flaming and polarized debates can arise. Moderators play a crucial role in shaping the democratic potential of these forums by actively intervening in discussions to mitigate problems. However, there is considerable confusion and debate about the roles and effectiveness of moderators in these settings.
