You might call it code of conduct, terms of use, or just rules, you need them in your community to make it a welcoming place. If you do not have what can be done and what cannot be done in writing, your community will look wild. You not just need the code of conduct but also have someone to enforce them.

I always create simple rules that everyone can agree to such as do not spread hate message, do not post anything that is deemed illegal by advertisers, do not spam, etc. These codes will give users information on what rules they need to follow. This is very important if you want your community to make a safe place for interactions.
