The study examines the role of cybercommunities, which are informal online groups facilitating many-to-many communication, in the delivery of public goods. Through a multisectoral analysis and the empirical assessment of existing case studies across three issue areas, the research highlights the growing significance of these online collectivities in public administration. However, it also uncovers that these cybercommunities often suffer from weak internal governance, which raises concerns about their accountability and legitimacy. This finding prompts a reevaluation of the current understanding of the implications of online organization for public administration.
