This paper introduces Modular Politics, a new paradigm for online governance, leveraging the Institutional Analysis and Development framework. It suggests a departure from classical, ideology-driven governance models like democracy or oligarchy towards a more flexible, bottom-up approach. Modular Politics allows for the creation of governance processes using computational components that are modular, composable, versatile, portable, and interoperable across different platforms. The proposal includes developing an open standard for networked governance, facilitating innovation in digital governance techniques, and enabling communities to share and connect governance components and data through a ubiquitous network layer.
