This article critiques the uncritical use of the term "community" to describe groups in electronic forums, arguing that it undermines the true transformation into social organizations that can be genuinely called communities. It examines the Inquiry Learning Forum (ILF) project, which aimed to create communities of practice (CoPs) among high school science and mathematics teachers through a dedicated website. The study found no evidence of CoP formation in open public forums, highlighting the difficulty of IT-led community development compared to IT-supported strategies. The article underscores the importance of specific processes and practices in successfully building online communities.
